MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF January 22, 2026
Current Board Members-
North Berwick- Lauren Janousek, Kate Whalen, Joshua Tabor
Berwick- Alison Herlihy, Marissa Tasker, Peg Wheeler
Lebanon- Nancy Sewell, Jeridene Basko, Melissa Cyr
Re-entry meeting began at 6:15 pm.
Ms. Wheeler made the motion and it was seconded by Ms. Basko to go into an executive session pursuant to 1M.R.S.A§405(6)B Readmission of a Student. All members voted in favor and the motion passed. In at 6:18. Out at 6:45.
Ms. Wheeler made the motion and it was seconded by Ms. Tasker to reinstate the student under consideration. All members voted in favor and the motion passed.

A meeting of the Board of Directors was held in person at Noble Middle and High School on January 22, 2026 at 7:09 pm with all members attending in person except Ms. Janousek and Ms Herlihy who attended remotely.
Mr. Tabor made a motion and it was seconded by Ms. Sewell to add to the agenda an item which allows information from experts regarding Policy ACAA. All members voted in favor except Ms. Tasker, Ms. Wheeler, Ms. Janousek and Ms. Herlihy and the motion passed.
Ms. Herlihy made the motion and it was seconded by Ms. Janousek to limit the time for the speakers to 5 minutes each. All members voted in favor except Ms. Basko, Ms. Sewell and Mr. Tabor and the motion passed.
There were 150 plus in the audience.
Pledge of Allegiance
Ms Janousek made a motion and it was seconded by Ms. Herlihy to add to the agenda to update our public input section to limit to public input. All members voted in favor except Ms. Sewell, Ms. Basko and Mr. Tabor. And the motion passed.
Ms. Janousek made the motion and it was seconded by Ms. Herlihy to limit public input to community residents and MSAD 60 staff only. There was some discussion. All members voted in favor except Ms. Cyr, Ms. Sewell, Ms. Basko, and Mr. Tabor and the motion passed.

Minutes:
Ms. Wheeler made the motion and it was seconded by Ms. Basko to accept the minutes of January 8, 2026. All members voted in favor and the motion passed.
Jamie Reed and Lauren Leggieri Co Executive Directors of the LGB Courage Coalition shared information,
Policy Re-Vote:
ACAA Harassment and Sexual Harassment of Students
Ms. Cyr made the motion and it was seconded by Mr. Tabor to approve the changes to Policy ACAA previously considered and adopted by the Board on December 18, 2025. All members voted in favor except Mr. Tabor, Ms. Cyr, Ms. Basko and Ms. Sewell and the motion passed.
Policy Second Reading
JKAA- Use of Physical Restraint and Seclusion
Ms. Cyr made the motion and it was seconded by Ms. Wheeler to approve JKAA as amended. All members voted in favor except Ms. Basko and the motion passed.
JKAA-R Procedures on Physical Restraint and Seclusion
Ms. Cyr made the motion and it was seconded by Ms. Wheeler to approve JKAA-R as amended. All members voted in favor and the motion passed.
Tabled ACAA-R- Student Discrimination/ Harassment and Title IX Sexual Harassment
Tabled JLCD- Administering Medication to Students
ACAB-R adjusted in the policy. Ms. Wheeler made the motion and it was seconded by Ms. Tasker All members voted in favor except Ms. Cyr, Mr. Tabor, and Ms. Basko and the motion passed.
Financial Summary December
Ms. Denise Van Campen, Business Manager, shared with the board the financial summary for the General Fund as of December 31, 2025. Board members asked some clarifying questions and Ms. Van Campen responded.
CSS Consulting
The Superintendent updated the board on the remaining contract fees that have not been distributed and will not be distributed as the contract is ended. Dr. Swiger presented reading data.
Employment:
None at this time.
Superintendent Update:
Noble students who are interested in attending the Sanford Regional Technical Center have begun the application process. At the same time, students across the district recently completed midterm exams, marking an important academic checkpoint.
Congratulations to Kevin Gray, Noble wrestling coach, on being recognized as an AEA Institute 2025 Coach of the Year. The AEA Institute is a national organization focused on excellence in athletic leadership and education, and earning Coach of the Year reflects sustained commitment, professional growth, and a high level of impact on student-athletes.
Noble Athletics has launched a new website along with a companion phone app, marking another step forward in the district’s effort to modernize its websites and prioritize platforms that reflect how families, students, and community members prefer to access information.
Congratulations to NHS pianist Nicholas Theriault, who was selected to rehearse and perform with the All State Jazz Combo this past weekend. This recognition places Nicholas among the top high school jazz pianists in Maine and reflects a high level of musicianship and dedication.
Noble Intermediate School recently introduced its new mini mascot, Steve the Squire, whose name was chosen by students through a collaborative voting process. Steve has already begun making appearances in classrooms to spotlight learning in action, including recent visits to fifth grade science lessons focused on chemical reactions and engineering challenges.

Alison Herlihy made the motion and it was seconded by Ms. Cyr to revert to BEDH policy for the second public input. All members voted in favor except Ms. Wheeler and Ms. Whalen and the motion passed.
Ms. Cyr asked for a transportation update.
Ms. Herlihy asked about truancy with regard to missed days due to transportation.
Ms. Tasker also asked for an update on a facilities meeting. We will schedule one for the second week of February.

The board chair called for an immediate adjournment.
